PROBLEM

Operational and energy use issues abound at Fort Riley, with the client expressing a pressing need to replace aging mechanical equipment, improve the efficiency of existing equipment, reduce the chronic maintenance of its chiller plant and install a more efficient controls system to proactively troubleshoot issues and improve occupancy comfort.

SOLUTION

Southland Energy began with a detailed feasibility study to determine the viability of a self-funded energy saving project. The result is a turnkey, design-build-maintain energy performance savings contract (ESPC) that addresses 15 energy conservation measures and includes engineering, design, implementation, and maintenance of facility improvements covering 5.4 million square feet across 280 buildings, such as barracks, administrative and installation headquarters buildings, classrooms, kitchen and dining areas, auditoriums, chapels, hangers, detention areas, maintenance areas, gymnasiums and an army airfield. Southland also updated the main energy management controls system with enhanced security protocols designed to meet cybersecurity requirements for a Department of Defense accreditation.

This U.S. Army Corps of Engineers ESPC project has more than $37 million in improvements, including expanding and upgrading the central plants and energy management controls, HVAC upgrades, interior, exterior, street, and airfield LED lighting, as well as water conservation improvements, plumbing, recommissioning, and building automation management. All of this will be paid for from the expected $2.4 million in annual cost energy and operational cost savings, which allows Fort Riley to maximize the Public Works budget without increasing cost to taxpayers.

The project addresses several of Fort Riley’s goals, including reducing energy usage, improving operational efficiency, reducing maintenance costs, improving occupant comfort, increasing industrial controls cybersecurity, and addressing NetZero water goals.
